Parent & Visitor Resources

The menu to the left contains copies of our Parent and Family Handbook which includes our District Parent Involvement Policy, SCES Parent and Family Engagement Policy, and Student\Parent and Family\Educator Compact. These documents are reviewed annually and we encourage all families to provide any feedback to the office or to Lynn Abercrombie, Lead Teacher (abercrombiel@fortmillschools.org). Sugar Creek Title I targeted families are encouraged to make suggestions for how they would like our Title I funds to be used at any time, but particularly during Parent/Family Night events. Traditionally, Family Night events are held twice a year, in the fall and spring. 

What is Title I?

Title I is a federally funded program designed to offer students assistance in reading and/or math.

Students in kindergarten through fifth grades are selected for the Title I program based on individual test scores and input from teachers. 
Sugar Creek Elementary School provides math and reading Title I services through the “inclusion” classroom model. The inclusion model occurs when two or more certified teachers provide instruction to a diverse group of students in the classroom setting. All teachers are actively involved in the instruction.  Students’ grades are the responsibility of the homeroom teacher. 
Title I funds are used to purchase books, math manipulatives, and other materials to be used by students. Funds are also used to provide in-service opportunities for Title I teachers. Parents are asked to make suggestions for how they would like our Title I funds to be used.  Students, teachers, and parents work together to provide a successful academic experience for all students at Sugar Creek Elementary School.

Why Are We a Title I School?

Our students have access to educational tools, instruction and experiences above and beyond expectations compared to students attending non-Title I schools.  Through a federally funded grant, Sugar Creek Elementary was identified as a school that would benefit from funding to supplement what all students receive in our district.

There are multiple qualification formulas that the government uses to determine which schools qualify for Title I funding. All of the qualification formulas identify schools with the largest numbers and concentrations of low-income students. Schools receiving Title I funds must create program plans to provide student services and offer students access to a high-quality education in order to continue the school's Title I qualifications. Schools must plan for high-quality teachers and staff, and services for homeless students. Schools can use the funds to provide preschool and after-school programs, as well as provide extra instruction to students in core areas, such as mathematics and literacy.
Our Title I program utilizes the
targeted assistance model. Special attention is given to students who may benefit from additional support. 

Parent's Right to Know

As a parent of a student enrolled at a Title I school, you have the right to know the professional qualifications of the classroom teachers and instructional assistants who work with your child. Federal law allows you to ask for the following information about your child's classroom teachers and requires the District to give you this information in a timely manner: 
- whether the teacher is certified to teach the subjects and/or grade levels the teacher is teaching,
- whether the teacher's certificate is a waiver or standard certificate
- the teacher's academic major, graduate degrees, if any, and
- the teacher's certification area

South Carolina Department of Education Complaint Resolution Procedures

The State Department of Education has the authority to hear complaints and appeals regarding certain federal programs and requires school districts to distribute the following information concerning the South Carolina Department of Education’s complaint resolution procedures:

- Organizations or individuals may file a complaint that applies to Title I within thirty days of receiving the decision by the school district or group of districts.
- Complaints and appeals must be made in writing and they must contain a statement indicating the violation, the facts on which the statement is based, and the specific requirement of law or regulation allegedly violated.  Complaints and appeals must be filed with the State Superintendent of Education at the S.C. Department of Education, 1429 Senate Street, Columbia, South Carolina 29201.
- The SDE will confirm receipt of the complaint within ten business days and will conduct an investigation to determine the merits of the complaint.  The Deputy Superintendent will issue a final decision regarding the complaint within 60 days, except under exceptional circumstances that warrant an extension. 
- The final decision of the SDE may be appealed to the Secretary of the U. S. Department of Education.
